First 4 bytes IS a Mii ID, you can check gold-bottomed MIIs.

I get the suspicion that the block from 0x18 to 0x5C is in the same format as Wiimote Mii data. This may or may not help figuring out the encryption. --Luigi2us 23:17, 7 February 2012 (CET)
