Normally on retail SAFE_MODE [[NCCH#CXI|CXIs]] can't be launched, since the [[Shared_Registers|system]] core version doesn't match the CXI exheader core version. SAFE_MODE might be used in the factory to install the regular system titles over the network,(since there's a SAFE_MODE version of NIM) with the installer titleID from REG_MENUTID.(Once factory install finishes, the installer likely writes 0x3 to REG_SYSCOREVER and possibly changes REG_MENUTID. After writing to those registers, those registers likely can never be changed again)
